The “Basic Housing Law” establishes a clear link between housing and habitat by dedicating a chapter to the latter, characterising it at the same time as giving it the obvious connection with the first. A study-document bases its reflection on this relationship, thus achieving a better and more cohesive spatialization of the proposals. It is therefore assumed that urban planning includes planning the inhabiting of the territory.

Project description

Considering the diversity inherent to the set of municipalities covered by the Association of Municipalities of the Region of Setúbal, it is important that this work is based on two paths: on the one hand, the municipalities of the Setúbal Peninsula and on the other hand, the municipalities of Alcácer do Sal and Santiago do Cacém. In this way, achieving greater tuning of proposals that correspond to the planning needs of these territories.

Within the scope of the “1st Right Law” and “Gateway” programmes, municipalities must define their local housing strategy and prioritise housing solutions that, accordingly, they want to see developed in their territory and where all applications should be framed to apply for support.

However, at a regional level, it is also important to propose and plan beyond these limits of municipal candidacies, trying to converge in the territory a greater fluidity of borders, even taking into account the existing guiding documents.

There were 3 phases in this study:

PHASE 1: DIAGNOSIS

PHASE 2: WORKSHOPS WITH AMRS MUNICIPALITIES

PHASE 3: PROPOSAL
